All of us working in government can describe some (or indeed many) big policy problems; but how do we go about breaking down problems into manageable chunks, prioritising between numerous possible options for reform, and effectively communicating the necessity and content of our recommended solution to both decision makers and citizens? Professor John Daley, CEO of Australia’s influential think tank the Grattan Institute, needs to do all these things every day across a range of policy domains.
