From capture to co-design: the regulator/regulated relationship

The Final Report of the Banking Royal Commission makes this a particularly timely moment to be discussing how regulators should position themselves in relation to their regulated entities. There is little doubt how Commissioner Hayne feels about APRA and ASIC’s relationships with financial institutions, but will his recommended approach necessarily achieve the best societal outcomes for all regulators?

Monash Professorial Fellow Graeme Samuel AC has some strong views about the unhealthy and potentially corrupting connection between financial regulators and financial institutions, while Chris Ingham’s presentation on ‘Home Schooling: A Love Story’ tells the story of a regulator’s journey from distaste through neglect to co-design.
