Carmel Arthur is the full-time Board Member of Victoria’s Post-Sentence Authority (PSA). The PSA is responsible for independent rigorous monitoring of serious offenders on post-sentence orders and oversight of Victoria’s post-sentence scheme. Carmel is also a Director of the Sentencing Advisory Council and a Board Member of the Pennington Institute.

Until February 2018 Carmel held the role of Manager, Asset Planning and Strategy within Victoria Police, was a champion of the Victoria Police future thinking ‘Blue paper’ and a founding member of the Victoria Police Capability Team that delivered a plan designed to substantially re-shape the way Victoria Police operates into the future.  In 2015 Carmel was awarded the Most Outstanding Female Practitioner within Australasia at the Australasian Women in Policing Conference -Excellence in Policing Awards. 

Carmel has always been a positive advocate for other women on their leadership pathway; she is an innovative senior female leader and is a highly respected member of our community.  Prior to re-joining Government in 2004 Carmel was an Associate Director with Sinclair Knight Merz, a global consultancy firm who specialised in technical and professional construction services. 

Her experience in Justice came about because of her great personal insight into the operation of the criminal justice system, both from her experience as a victim of crime and through her long association with Victoria Police.    In 2008 she was appointed to the Adult Parole Board, a role she stepped down from at the end of 2017 after serving for 9 years.

Carmel is passionate about connecting with community and keeping the community engaged and informed about the justice system through more open and transparent processes. She has a strong interest in and focus on driving prosperous and safe communities and recognises that multiple pathways are required to address social issues.

Carmel believes a socially cohesive society delivers a fair, just and safe society.  That you cannot deliver Justice superficially –it requires a strategic rather than tactical approach and must be underpinned by strong buy-in from the community.
