Professor Kemp has recently joined ANZSOG as a Fellow. A former Minister for Education and for the Environment, he served as a Member of the Commonwealth Parliament from 1990 until 2004. He has held a number of other positions including Senior Advisor to the Prime Minister, Malcolm Fraser from November 1975 until 1976 and Director of the Private Office of the Prime Minister, Malcolm Fraser in 1981.

Professor Kemp had a distinguished academic career before joining Parliament. He began his professional career in the academic world graduating from the University of Melbourne with degrees in Arts and Law and then with a PhD (with distinction) from Yale University in 1975. He was a Senior Lecturer in the Department of Political Science at the University of Melbourne from 1975 until 1979, and a Professor of Politics at Monash University from 1979 until becoming a Member of Parliament.

He has published three books, titled Society and Electoral Behaviour in Australia, University of Queensland Press, 1978, Malcolm Fraser on Australia, Hill of Content, Melbourne, 1986, (with D M White (eds.)), and Foundations for Australian Political Analysis: Politics and Authority, Melbourne, Oxford University Press, 1988; and numerous academic articles.
