China-Advanced Leadership Program

The China Advanced Leadership Program (CALP) is a collaboration between the Australia and New Zealand School of Government (ANZSOG) and the Organization Department of the Central Committee of the Communist Party of China.

The program is designed for distinguished cadres and leaders in government and statutory authorities across China – Vice-Minister, Vice-Governor and Director General-level from both provincial and central government.

The program’s central theme is Strategic Human Resource Management (HRM), with a particular focus on learning and development.

Pilot Program

The inaugural China Advanced Leadership Program was delivered over three weeks in Melbourne, Wellington, Sydney and Canberra in October/November 2011.

ANZSOG was honoured to deliver a program that enabled participants to engage with the highest levels of government and business in both Australia and New Zealand.  

The Organisation Department of the Communist Party of China chose an extremely high level delegation – the highest level Chinese delegation to have visited Australia and New Zealand (excluding visits by political leaders).

The importance that governments of Australia and New Zealand attached to the delegation was reflected in the high level engagement of both governments with the delegation. In particular, we were honoured that the Governor General of Australia, Ms Quentin Bryce, AC, held a reception for the delegates at her official residence, that the Acting Prime Minister of Australia, the Hon Wayne Swan, delivered the concluding address and presented each delegate with a  certificate to mark the completion of the program, and that the Foreign Minister, the Hon Kevin Rudd, met the delegation twice – first at an extended morning tea and then at the final dinner at Parliament House. 

 Executive Academic Director

Deirdre O'Neill is an Associate Professor in Public Sector Management at Monash University, Australia’s largest university, where she is the Director of Education in the Department of Management. She was the Academic Director of the Executive Master of Public Administration program at the Australia and New Zealand School of Government from 2004 to 2010. While at ANZSOG she also designed and delivered, as Academic Director, the Pacific Executive (PACE) Program, a major public sector capacity building program for the Pacific delivered by ANZSOG in partnership with AusAID. Prior to her academic career, she worked extensively in the Victorian public sector.

Associate Professor O’Neill’s current research focus includes public sector workforce planning and development. She is currently leading a funded research project exploring performance reporting across government in Australia, and in particular the use of performance reporting by community organisations.

Associate Professor O’Neill is a board member of the Australian Journal of Public Administration. She has numerous publications in her field, including an edited book The Contract State: Public management and the Kennett Government, 1994,  book chapters and articles in Australian and international journals. She is the co-author (with Owen Hughes) of Business, Government and Globalization, Palgrave Macmillan 2008. Her PhD (Monash University 2000) researched the challenge of administrative reform in government.
