Profile

Claudia Scott is Professor of Public Policy both at ANZSOG and the School of Government at Victoria University of Wellington (VUW), New Zealand. Prior to taking up university positions in New Zealand, she worked at Planning Research Corporation and the Urban Institute in Washington DC. She has been a visiting scholar at the Brookings Institution, Yale University and the International Tax Programme at Harvard University.

Prof Scott is involved in teaching into the EMPA program. She is a Subject Leader of 'Designing Public Policy and Programs' , in collaboration with Professor Mark Evans of the University of Canberra, and teaches 'Decision making under Uncertainty': Evidence based Policy in Wellington.  At VUW, she teaches health policy, microeconomics, strategic policy and management, policy analysis, and local government. She designs and delivers executive development programs for public sector managers and analysts.

Prof Scott is the author of several books and publishes on a range of policy and management topics, including articles in The Journal of Pharmacoeconomics and Outcomes Research, Health Policy, and Agenda. Her most recent book is Adding value to policy analysis and advice (co-authored with Karen Baehler) which was published in 2010 by the University of New South Wales Press.

Prof Scott has contributed advice to public sector agencies on health system and policy reforms. She has led a five year research project, funded by the Ministry of Research, Science and Technology, on Enhancing the Strategic Planning Performance and Capability of New Zealand Local Governments.

Prof Scott was awarded an ONZM in 1997 for services to Public Administration and made a Fellow of the New Zealand Institute of Public Administration in 1998. She has served as Chair of the NZ-US Education Foundation, Chair of the Arts Board of Creative New Zealand and Director of the New Zealand Council on Health Care Standards.
