Stephen has been a member of Victoria Police for over 31 years. During his career, Stephen has gained broad policing and leadership experience through work in a diverse range of areas including as a uniform police officer at busy suburban police stations and detective at various criminal investigation units, crime squads and high profile investigation task forces. He has also held senior positions at the Ethical Standards Department, which is responsible for investigating complaints against police and police corruption.

Stephen currently heads the Victoria Police Corporate Management Review Division, which is responsible internal audit, risk management and business continuity. He is also a member of the Victoria Police Corporate Committee, which is responsible for the overall governance of Victoria Police.
