Nancy Spencer (EMPA), Queensland

Dr Nancy Spencer is currently acting Executive Director within the Department of Local Government, Sport and Recreation. In this position she is responsible for improving the corporate and performance measurement processes of the department, and policies and legislation relating to local government and active lifestyles.

Previously, as the Director of the Office of the Director-General within the Department of Child Safety, Nancy lead the implementation of the child safety reforms. This followed five year’s service in the Office of Economic and Statistical Research, Queensland Treasury. The last two years were as the Assistant Government Statistician responsible for social statistics and surveys. Nancy was instrumental in the development and implementation of the Queensland Young Adults Longitudinal Study which conducted its first wave in 2005.

Her specialist knowledge is in statistics and performance measurement and their use in management. She has extensive experience in managing projects, research and in modelling scenarios to assess the impacts of policies and programs, particularly to address the over-representation of Indigenous people in the justice system. Before joining the Queensland public service, Nancy worked as a statistical consultant to postgraduate researchers and students at QUT and has lectured in statistics both here in Brisbane and in the United Kingdom.

Having four school-aged children, Nancy is very much involved with school and children’s activities and is the president of the local out-of-school-hours care service.
