The ANZSOG Roundtable on Cooperative Federalism and the Productivity Agenda is to be hosted by the Australia and New Zealand School of Government, on Thursday 4 February, 2010 in Melbourne
Since 2005 the Council of Australian Governments (COAG) has been seeking to capitalise on the benefits of a cooperative federalist approach to enhancing productivity especially through human capital reform, with a central focus on education, training and early childhood development. This led in November 2008 to the COAG National Productivity Agenda and a range of national partnership agreements involving co-investments between federal and state governments and associated reforms in early childhood development, schooling and vocational education and training. These agreements incorporate an outcomes framework and a range of progress measures and targets against which to judge the success of this agenda. Alongside the COAG National Productivity Agenda, the Bradley Review of Higher Education, undertaken for the Commonwealth Government, recommended reforms of higher education and associated targets for participation in higher education.
